Objectives: manage a strategic project with international issues

The Banque de France wanted to migrate the Paris financial centre to TARGET2 in order to:

  • Simplify the payment system for large amounts from the existing Eurosystem
  • Provide all users with a high level uniform service
  • Rationalise the organisation of back-offices and consolidate cash management

Our assistance: design, realise, integrate and test the single exchange window

This large scale project (10,000 man-days) was subject to considerable constraints in terms of timing (very short and non-negotiable) and quality (project visible at an international level).

In order to meet these major constraints, SQLI provided the Banque de France with:

  • its expertise in J2EE technologies: a Technical Advice centre with over 60 J2EE experts and architects,
  • its considerable knowledge of project management based on the CMMI model and its IdeoProject solution.

Results: a satisfied client, another success for SQLI

What's the conclusion after one and a half years of close collaboration with the Banque de France? A large scale project conducted in complete compliance with the costs and timings and a very high level of quality. The key success factors:

  • anticipating risks
  • the effectiveness of our testing strategy
  • our good understanding of the business issues
  • our organisational flexibility: adjusting project team size depending on the project phase (about fifty people at one point)
