In order to deal with this major issue, the French government launched a large scale audit in 2007 that resulted in the Révision Générale des Politiques Publiques (RGPP). This initiative allowed a reform of the State to be started and the implementation of 300 measures involved every ministry where the main axes are:

  • Improving services to public and companies
  • Adapting the State's missions to the 21st century
  • Returning public accounts to breakeven

Under these circumstances, electronic administration via the ADELE plan is considered to be an important reform lever. It initially involved publishing information on-line (laws and regulations) but is now moving towards the widespread use of tele-services.
Apart from being a new method of communicating with users, the development of e-administration is also forcing authorities to break down internal barriers which requires compatibility between IT systems and the development of common standards.
